To be eligible for the Mildred Culbert Kelly & Fred W. Kelly Non-Traditional Student Scholarship, applicants must: demonstrate financial need; be a Saginaw County resident; be pursuing an undergraduate or vocational degree; and be a non-traditional student (a "non-traditional" student has been out of school for two consecutive semesters or more).
